Rate Budget

Tracks sustained tool volume over a longer window. Complements Tool Storm (short spray).

Part of Behavior Guards. Thresholds and skip lists are configurable in Console.

What it catches

• Long autonomous sessions that keep issuing tools without a single short burst
• Optional skips for exploration reads so browsing code spends budget slower than shell or MCP

Example

“Fix every lint in the monorepo” → dozens of edits and tests over one session. Tool Storm stays quiet; Rate Budget warns, then asks or blocks until the window cools or an admin Acknowledges.
